Luckily, there’s a way to store goods efficiently without needing to produce a lot more. This guide explains how to stop your population from using up certain goods and how to deliver garum to the emperor.
How to gather garum for the emperor?

Early in the campaign, you’ll need to collect supplies. The emperor will specifically request five tons of garum. While common people love garum and will buy it quickly, you don’t need to make a lot more of it. Instead, simply restrict how much the public can get.

Okay, so the game wants me to stop my people from eating garum until I’ve stockpiled five tons of it. To do that, I just need to go into any house and find the food section. Then, I click on ‘garum’ to make them stop eating it. The cool thing is, I only need to do this once! Stopping garum in one house automatically stops it for everyone in my city. That’s a huge relief!

Okay, so I finally managed to gather five tons of garum – what a grind! Now, I need to get it onto my flagship. I sailed back to my trading post, went into the ship’s menu, and found the transfer option. I moved five tons of garum from my storage onto the ship, then set sail for Villa Augusta. Once I arrived, all I had to do was interact with the imperial palace to deliver the garum and finish the quest. Done!
