The reason is likely that you’re still missing the Battle-Tested Shield, which is earned differently than the other equipment.
This task is straightforward if you know where to find the items. You need to collect three book keys – one each from Sufrataljah, the Donescu area, and Berecain – and bring them back to the librarian in Atlasdam. See the list below for specific details.
