  • Talent – At the start of an ally’s turn, if no enemy is under the Foretold effect, Cipher inflicts it on a random enemy, prioritizing the target with the highest HP.
  • Skill – Inflicts the Foretold effect, which deals Quantum damage scaling with Cipher’s ATK. The effect deals damage to the selected target and its adjacent enemies.
  • Ultimate – Cipher deals Quantum damage to a single enemy before dealing True damage equal to the value of the Wealth Bond effect, which is distributed among the target and its nearby enemies.

In the game Honkai: Star Rail, if an ally attacks an enemy under Foretold’s effect, Cipher will transition into the Wealth Bond state.
