HoYoverse has officially confirmed that Cipher is a 5-star Quantum character who adheres to the Path of the Nihility. With the typical pattern of drip marketing posts, we can anticipate her debut in Version 3.3 alongside Hyacine, also in Honkai: Star Rail.
Information on Version 3.3 of the turn-based RPG has been sparse as it’s still in Version 3.1, with beta tests focusing on Version 3.2. As I eagerly await HoYoverse’s official reveal, details about Cipher’s combat mechanics have already been spilled, thanks to the leaker Seele Leaks. From her active abilities and passive Talent to her Traces and six Eidolon levels, it’s all out there. The specific stats are still a bit hazy, but the general picture of how Cipher will perform in battle is becoming clearer. As per the information shared by Seele Leaks, who correctly predicted she’s a Quantum Nihilty character, it appears that Cipher will scale off her ATK stat in Honkai: Star Rail. The leak was marked as “Reliable” on Reddit.
According to the leaked information, Cipher’s basic attack will only inflict Quantum damage on a single opponent based on her attack power. On the other hand, her skill is rumored to bestow the Foretold status onto the targeted enemy and then inflict Quantum damage on both the target and adjacent enemies. The leak further suggests that Cipher’s ultimate ability will deal Quantum damage to one target and True damage equivalent to the Wealth Bond value, which is split among the target and nearby enemies. This use of the ultimate also clears the Wealth Bond value and resets the number of subsequent attacks triggered by the Foretold status.
In the leak about the Amphoreus character in Honkai: Star Rail, it is stated that Cipher’s ability triggers Foretold on a random enemy if none has it at the start of any ally’s turn or action, choosing the one with the highest HP as the target. When an enemy with Foretold is hit by an ally, Cipher enters the Wealth Bond state and records a certain percentage of the total damage dealt to the enemy (excluding True Damage). Additionally, when an ally attacks an enemy with Foretold, Cipher will follow up with another attack, inflicting Quantum Damage.

2. Another one of her concealed passive traits influences Wealth Bond’s functionality. With Cipher on the field, Wealth Bond records an extra percentage of the total damage taken by adjacent enemy targets that have Foretold.
3. Lastly, it is rumored that Cipher’s third hidden passive trait boosts the damage of her follow-up attacks. Additionally, the recording rate of Wealth Bond is boosted by Cipher’s Critical Rate in Honkai: Star Rail, though it cannot surpass a specific limit.
As per the disclosed information, Cipher’s method enables her to sneak into Invisible Mode, boosting her movement pace and automatically amassing Treasure Chests as she moves past them. When engaged in combat, she inflicts damage on all adversaries and saves a segment of this damage for the Wealth Bond mechanic. These are the fundamental mechanics of Cipher at E0 (Eidolon level 0).
