The scam targeted men through fake online romances, with the victims reportedly being conned out of approximately $46 million.
27 Arrested in Raid on Fraud Center
2024 news articles indicate that law enforcement agencies discovered a fraudulent organization operating out of a Hung Hom industrial building from August to September. On October 9th, officials stormed the 4,000-square-foot establishment, apprehending 27 suspects, among whom were 21 men and 6 women, ranging in age from 21 to 34 years old.
In addition to arresting the suspects for conspiracy to deceive and illegal weapon possession, authorities confiscated computers, cell phones, expensive timepieces, and around $25,750 thought to be from illicit activities at the operation’s base.
The main strategy of this deceptive scheme involved “romance cons,” where crooks pretended to be appealing females on online platforms to establish relationships with victims. Utilizing sophisticated deep-fake technology driven by artificial intelligence, these con artists portrayed themselves as attractive women and held video conversations with their marks.
After trust was built, the victims were motivated to put money into digital currencies via an investment system that seemed genuine.

It was a cleverly constructed facade, masterminded by a criminal syndicate in collaboration with some tech-savvy university graduates from the local area, who were hired as digital media and technology specialists. These graduates, together with other fraudsters based abroad and skilled IT professionals, played a crucial role in building the sophisticated network that made this deception possible.
AI Romance Scam Operation
The police characterized the fraud operation as exceptionally well-structured and considerably expansive, even creating tutorial manuals in both Chinese and English for their con artists. These guides detailed strategies for fabricating romantic relationships and swindling victims to obtain funds.
Fang Chi-kin, leader of the New Territories South regional crime unit, stated that once they connected with victims via social media, these fraudsters employed AI to transmit fabricated photos featuring appealing persons. They meticulously designed their fictitious personas, taking care to match their appearance, character, employment, and educational background.
The Superintendent, Iu Wing-kan, mentioned that when victims asked for video chats, advanced deep-fake technology was employed to modify both their visual aspects and voices. This made the victims fully trust these individuals who were actually fraudsters. As reported by the police, most of those arrested are males, with a significant number hailing from mainland China, Taiwan, India, and Singapore.
