Best Phoebe build in Wuthering Waves – weapons, echoes, team compositions, and sequences

Phoebe skillfully combines intricacy with simplicity in the game “Wuthering Waves“, making her an enjoyable and potent character to control. If you’re rooting for her, learning how to position her, fine-tune her equipment, and master her techniques will enable you to fully exploit her abilities.

Best Phoebe build in Wuthering Waves

Phoebe showcases an exceptional individuality, as she possesses two distinct combat postures that dictate her function. In her Absolution position, she serves primarily as a Spectro’s main DPS (Damage Per Second), while in Confession stance, she becomes a secondary Spectro DPS. I’ll provide further details about her stances shortly. Her preferred weapon is the Rectifier, and it’s evident that she specializes in inflicting damage from afar.

To fully grasp Phoebe’s main strategy, it’s essential that you first comprehend how her comprehensive equipment functions alongside the Spectro Frazzle debuff.

Spectro Frazzle

In simpler terms, Spectro Frazzle is a type of damage that gradually harms an enemy over time. This damage effect can accumulate up to 10 times, and each instance is referred to as a ‘tick’. Each ‘tick’ reduces the total number of active effects by one, and the amount of damage dealt depends on how many instances are currently affecting the target at that moment.

Phoebe’s effectiveness as a Main DPS character heavily depends on an enemy having at least one stack of Spectro Frazzle. This is crucial because when Phoebe is in the Absolution stance, her most potent attack, Starflash, significantly increases its damage by 256% against enemies with Spectro Frazzle. On the other hand, while in Confession stance, Starflash applies five stacks of Spectro Frazzle to all targeted enemies. Remember this key aspect as we move forward.

Absolution Stance

Phoebe primarily operates in her Absolution stance, spending most of her combat time here. To switch to this mode, she needs to hold the heavy attack button every 24 seconds, enabling her to perform Heavy Attack: Starflash four times consecutively. It’s crucial that all four Starflashes hit an enemy with Spectro Frazzle on them; otherwise, Phoebe’s damage output will be disappointingly low. In essence: Phoebe needs to maintain her Absolution stance for optimal performance, using her Heavy Attack: Starflash combo every 24 seconds and ensuring it hits enemies with the Spectro Frazzle debuff to maximize her damage potential.

  • Hold Heavy Attack to enter Absolution Stance
  • Basic Attack until you can use Heavy Attack: Starflash
  • Use Heavy Attack: Starflash on enemies with Spectro Frazzle
  • Heavy Attack: Starflash can be used four times
  • Heavy Attack: Starflash deals 254% more damage to Spectro Frazzle targets

Confession Stance

Phoebe’s primary stance for dealing damage is not Confession, and she usually won’t be in this stance during most rotations. However, Phoebe can enter the Confession stance every 24 seconds by pressing a skill button. Once in this stance, Phoebe can perform her Heavy Attack: Starflash twice. Each instance of Starflash applies five stacks of Spectro Frazzle on the target. The purpose isn’t to deal significant damage with these Starflashes; instead, it’s to maximally apply the Spectro Frazzle effect. Ideally, Phoebe should aim to land both Starflashes to accumulate a maximum of ten stacks of Spectro Frazzle on the target(s). In essence:

– Phoebe’s main stance isn’t Confession, but she can enter it every 24 seconds using a skill.
– In the Confession stance, Phoebe can execute her Heavy Attack: Starflash twice.
– Each Starflash applies five stacks of Spectro Frazzle on targets.
– The aim is to maximize the application of Spectro Frazzle rather than dealing damage with these Starflashes.
– Ideally, Phoebe should land both Starflashes to accumulate a maximum of ten stacks of Spectro Frazzle on the target(s).

  • Hold Skill to enter Confession Stance
  • Basic Attack until you can use Heavy Attack: Starflash
  • Heavy Attack: Starflash can used twice
  • Heavy Attack: Starflash applies five stacks of Spectro Frazzle each.

Forte Circuit

With their two distinctive positions clearly in mind, let’s delve into the workings of Spectro Frazzle and Phoebe’s two unique abilities within the Forte Circuit: Divine Voice and Supplication (Prayer).

In simpler terms, a “Prayer” gauge in the game controls when Phoebe can switch between two of her positions (Absolution or Confession). This prayer gauge gradually builds over time, and when it’s completely full, she can change her position. After invoking one of her stances, you must wait 24 seconds for the prayer gauge to refill before you can use another stance again.

The Divine Voice represents the second aspect of Phoebe’s Forte, and it dictates the number of times she can unleash her Heavy Attack: Starflash while assuming the stances of Absolution or Confession. Phoebe acquires the Divine Voice ability under specific conditions only.

  • While she is in a Stance
  • Following her third Basic ATK in a string

Only after both criteria above are met will Phoebe be able to cast Heavy Attack: Starflash.

Resonance Skill

As a gamer, I’d say: “Whenever I activate Phoebe’s Resonance ability, it lays down a big, yellow disc either near me or at an enemy’s position. Any foes within this disc can’t move for two whole seconds, making them immobile. It’s important to note that enemies crossing in and out of the area won’t trigger the stagnation effect. For enemies to get stuck, they need to be inside the disc’s range when I use the skill. And yes, even bosses can fall victim to this ‘stagnate’ effect.

When Phoebe assaults from outside the circle and strikes it, her attacks ricochet off the circle’s inner rim, causing extra damage and drawing enemies towards the center. Conversely, when Phoebe attacks from within the circle, her basic attacks inflict greater damage on all foes, and her attacks expand their area of effect significantly. For optimal damage output during an attack, it is best for Phoebe to remain inside her circle as much as feasible.

After utilizing my Resonance Skill not too long ago (within 10 seconds), I can warp back to the heart of the circle again. From the moment I start the cast animation until the teleportation animation concludes, I’m completely invulnerable to any harm.

Resonance Liberation

Phoebe’s Resonance Freedome isn’t complicated. Essentially, she unleashes a colossal Spectro explosion across a wide area, inflicting substantial harm. However, the posture Phoebe assumes while casting it significantly alters its outcomes.

  • Absolution Stance – Deals 255% more Damage
  • Confession Stance – Applies eight stacks of Spectro Frazzle to all targets hit.

In most situations, it’s advisable to assume the Absolution Stance first before unleashing Phoebe’s Resonance Liberation for optimal damage.

Absolution vs Confession Stance

To inflict substantial damage using the Spectro Frazzle ability in Absolution stance, Phoebe needs to first assume the Confession Stance. However, she can only use Spectro Frazzle if she’s in Confession Stance. This means she must initially take the Confession Stance and, after 24 seconds, transition into Absolution stance to deal her damage. This process is not time-efficient.

Instead, keep Phoebe in the Absolution Posture continually and team her up with a character capable of using Spectro Scramble. It would be ideal for Phoebe to be partnered with a Spectro Wanderer, as this allows her to perform optimally. At present, she primarily functions as a main DPS when paired with someone who can apply Spectro Scramble. As new Resonators emerge, her role may evolve, but for the moment, focus on using the Absolution Posture. Future characters might find uses for her Confession stance, but for now, simply use Absolution stance.

In Summary

Phoebe’s overall rotation is as follows:

  • Intro Skill
  • Enter Absolution Stance
  • Cast Resonance Skill
  • Basic ATK to gain Divine Voice
  • Cast Heavy Attack: Starflash four times
  • Resonance Liberation
  • Outro

In each instance Phoebe enters the battlefield, this is her usual routine you should aim to follow. However, if by chance the opponent lacks Spectro Frazzle, it’s best to adjust your strategy accordingly and not persist with the rotation until they acquire it. I cannot emphasize enough that Phoebe’s damage significantly diminishes when Spectro Frazzle is missing from her targets, making the rotation time or Forte investment unnecessary.

Best Echoes for Phoebe in Wuthering Waves

Because Phoebe primarily uses Spectro Frazzle, it’s best to stick with a customized Echo set specifically designed for her.

  • 5-Piece Eternal Radiance – This Echo set gives Phoebe a free 20% increase to Crit RATE and a 15% increase to Spectro DMG for 15 seconds, so long as her target(s) have at least one stack of Spectro Frazzle applied to them. Naturally, Phoebe should always be attacking targets with Spectro Frazzle, making this set’s bonus effectively permanent.

Best Weapons of Phoebe in Wuthering Waves

As a Rectifier user, Phoebe is blessed with two viable options in terms of weapon choice.

  • Luminous Hymn – As her signature weapon, Luminous Hymn is tailor-made for Phoebe’s focus on Spectro Frazzle, granting her significant damage boosts to most of her kit and even allowing her to amplify the damage of Spectro Frazzle when casting her Outro. It is her BiS (Best in Slot) weapon.
  • Stringmaster – Phoebe can also make extremely good use of the effects Stringmaster provides, thanks to its incredible universal buffs.

Best Team Compositions for Phoebe in Wuthering Waves

In Phoebe’s strategy, Spectro Rover plays a crucial role as it continually provides and maintains the Spectro Frazzle debuff on enemies. This debuff significantly boosts Phoebe’s damage output, making her less dependent on buffs from other characters. As a result, Phoebe can effectively employ unconventional dual DPS team compositions rather than the typical Sub-DPS/Support setup. However, it is essential to note that Spectro Rover is indispensable due to its ability to apply the Spectro Frazzle debuff.

Phoebe, Spectro Rover, Verina

Among Phoebe’s most potent team formations, this one is both powerful and cost-effective. After Verina has boosted her ATK%, and Spectro Rover has stacked up to 10 instances of Spectro Frazzle, Phoebe enters the fray. Her objective is to deploy all four Starflash nuke abilities for optimal damage. Repeat this sequence until the battle concludes.

Phoebe, Spectro Rover, Any DPS

This team operates similarly to the described setup, swapping Verina’s support abilities for increased Damage Per Second (DPS). Since Phoebe isn’t affected by sub-DPS buffs that necessitate her to remain on the battlefield, she can effortlessly join quick-swap teams with any other DPS character without suffering significant losses. At present, Phoebe is the sole DPS character in Wuthering Waves who possesses this distinct advantage.

Best Sequences for Phoebe in Wuthering Waves

As a gamer, I’ve found that Phoebe’s Sequences can be quite a balance of pros and cons. At the start, her sequences really ramp up her strength, making her kit incredibly powerful. However, as you progress, these later sequences seem to shift away from dealing damage and more towards providing utility, which isn’t all that essential in the current state of Wuthering Waves. That said, if you’re keen on collecting a few extra Phoebe Sequences, here’s a rundown of what each one does and their respective values.

  • Warm Light and Bedside Wishes (S1) – In both stances, it dramatically boosts the DMG of her Resonance Liberation. Additionally, while in Confession stance, Resonance Liberation applies 10 stacks of Spectro Frazzle to all enemies hit. This is decently strong but nothing game-breaking.
  • A Boat Adrift in Tears (S2) – Dramatically boosts the potency of Phoebe’s Outro effects in both of her stances, more than doubling the effects. This is very strong because Phoebe uses her Outro often thanks to her fast Concerto generation.

  • Daisy Wreaths and Dreams (S3) – In Absolution stance, makes her Starflash attack deal 91% increased damage per cast. This is a huge DPS increase. In Confession stance, her Starflash will deal 249% increased DMG, which is even more insane thanks to the implication it offers. This effectively allows Phoebe to deal reasonably high amounts of damage without Spectro Frazzle on her targets, as long as she is in her Confession stance. This is Phoebe’s best stopping point and arguably her best Sequence overall.
  • Ringing Bells on Wings Aloft (S4) – Phoebe’s Basic attacks will now reduce Spectro resistance of her enemies by 10% for 30 seconds. This is pretty good, but not so much that it’s worth investing further into Phoebe unless you enjoy her playstyle. It also futureproofs her for any Spectro DPS.

  • Prayer to the Distant Light (S5) – When casting Phoebe’s Intro Skill, she gains 12% Spectro DMG for 15 seconds. This is Phoebe’s weakest Sequence and is not worth going for unless you’re going for her S6.
  • Whispering Chirps in Silence (S6) – There’s a bit of jargon in this one, but to get to the point: her S6 causes her Resonance Skill’s stagnation effect to last double the time, and every time she casts her Resonance Skill, she gets to cast a free Starflash without using any of her resources. She also gains a free 10% ATK bonus for 20 seconds. This does improve her damage quite a bit, but when compared to other S6 characters, it is rather lackluster. However, the stagnation effect is incredibly powerful, so this S6 is more about the utility than the damage.
