Back in 2013, I was part of the team that launched Telegram, a messaging app renowned for its strong focus on privacy and security. This application has since amassed a massive user base worldwide, solidifying its position as a key player in the tech sector. Initially based in Berlin, our headquarters eventually shifted to Dubai.

Server-Side Encryption (SSE)
When you share data with services such as WhatsApp that employ server-side encryption, here’s what happens: Upon receiving your data, the server automatically encrypts it and keeps the encrypted version securely stored. The server maintains the encryption keys, making it easier for you but necessitating trust in the service provider since they hold the decryption keys.
SSE typically runs faster because the server uses its processing power for encryption and decryption. It’s commonly used in cloud services like Amazon S3, where your data is automatically encrypted at rest.
Client-Side Encryption (CSE)
By employing client-side encryption, you personally apply an encryption method and key to your data, thus sending only encrypted data to the server. This setup lets you manage the encryption keys, which boosts security and aids in compliance with stringent data protection regulations. Essentially, if you don’t hold the keys, you don’t own the information.
Encrypting your data takes place directly on your device, ensuring its security both during transfer and storage. Notably, even the service provider is unable to access your unencrypted data. In essence, client-side encryption offers maximum control over sensitive data, keeping it private from providers, but it may come with a trade-off: potential system slowdowns and increased complexity, particularly when managing keys and encryption processes.
And what does all of this mean? Let’s put it this way:
- Server-side encryption means your data is protected by policies.
- Client-side encryption means you manage the key, and nobody can access the data in your files.
On Telegram, both Cloud Chats and Secret Chats employ different methods for message security. In Cloud Chats, messages are encrypted utilizing a client-server encryption system on Telegram’s server. This allows Telegram to unlock and read the messages if necessary. However, in contrast, Secret Chats make use of end-to-end encryption. As a result, only the chat participants possess the encryption keys, preventing Telegram from accessing or deciphering the messages.
Thus, it’s possible that Durov obtained the data since Telegram has the technical capability to access and decode sensitive information; however, he declined to collaborate with law enforcement.
Durov’s Arrest in France
It was all marching well (sort of) until August of 2024.
In a surprising twist, it was French officials, not Russian, who apprehended Durov on August 25, regarding the content management of Telegram. This arrest occurred during an ongoing legal investigation into suspected illegal activities occurring within Telegram, which has triggered significant criticism from advocates of internet freedom.
Initially, Durov is being accused under provisional allegations. In France, judges suspecting a crime has been committed but requiring additional evidence to confirm, can issue preliminary charges. At present, it’s stated that “only Durov appears to be implicated in this case” according to the prosecutors.
Durov’s Release
Afterward, he was granted bail, yet restricted from departing France. Subsequently, Durov issued his initial declaration.
“We stand firm on our principles and refuse demands for censorship or access to user data, even if it means being banned from certain countries. This is not about financial gain; we prioritize promoting good and defending the fundamental rights of people, especially in places where these rights are threatened.
In a subsequent announcement, Durov unveiled fresh functionalities, eliminating some outdated counterparts from the past, including the phasing out of the People Nearby feature. This contentious addition to the platform had sparked debates when it first appeared several years back.
As stated by Durov, the feature “People Nearby” was utilized by only a tiny fraction (less than 0.1%) of Telegram’s user base, and it encountered problems related to bots and scammers.
According to Durov, approximately 0.1% of Telegram’s user base is involved in illegal activities that could harm the platform’s reputation for over a billion users. To protect our user base, we will replace the “People Nearby” feature with “Business Nearby,” which highlights legitimate and verified businesses instead.
