2025 saw the conclusion of an era for CBS during their spring television schedule, as the final episode of FBI aired on Tuesday nights. Both FBI: Most Wanted and FBI: International were subsequently cancelled by the network. However, CBS announced that FBI would be moving to Monday evenings in their 2025-2026 fall TV schedule. A new show is set to debut within the extensive Dick Wolf television universe, as Lucifer alum Tom Ellis takes center stage in CIA. I’ve recently gained insight from CIA showrunner and veteran of FBI: Most Wanted, David Hudgins, about the close ties between CIA and the FBI series, causing me to reconsider my stance on potential appearances by FBI characters.
In this new TV show called CIA, Tom Ellis plays the role of Hart Hoxton, a quick-witted CIA agent known for his unconventional methods. He teams up with an experienced FBI agent who tends to stick to the rules. Together, they will work to address threats within the United States. According to CBS, CIA is set to air at 10 p.m. ET on Mondays in the fall and will expand upon the universe of the FBI series.
The show was initially referred to as a spinoff of FBI, titled FBI: CIA. However, it was later changed to simply CIA. Showrunner/executive producer David Hudgins shared with TopMob that this name change from FBI: CIA to just CIA was made, as he sought a fitting farewell for FBI: Most Wanted and wanted to ensure that fans of the original series got a taste before the end of spring.
For the first time, you’ll encounter these characters not when they were first introduced in FBI, but rather in the debut episode, which takes place within the New York branch of the Central Intelligence Agency.
Previously, CBS didn’t introduce a new show through a backdoor pilot when expanding a TV universe, as was the case with “NCIS: Hawai’i” in 2021. It looks likely that the operations of the CIA unit in New York will differ significantly from what Isobel and her team handle at the NYC FBI field office on “FBI,” to ensure the two New York-based shows maintain their distinct identities.

It’s important to note that the CIA appearing alongside FBI on Mondays won’t resemble Dick Wolf’s One Chicago Wednesdays on NBC, where all three shows share strong connections and often have mini crossovers. It appears that the series CIA and FBI will share the same universe, but their connections might be limited to that. Since CBS’ fall schedule is still some months away, there isn’t much available footage yet. However, they have shared a sneak peek of Tom Ellis in his role as Hart Hoxton. Here’s a glimpse:
As of now, the FBI agent collaborating with Tom Ellis’ character has not been officially announced yet, sparking excitement among fans as they ponder potential candidates from shows like FBI: Most Wanted or FBI: International. However, since Karen Barnes took on a leadership role in the Fugitive Task Force in the finale of Most Wanted, and most of the Fly Team appeared to be settled in Budapest at the end of International, there is a wide pool of FBI agents who might potentially join the CIA.
As a die-hard movie enthusiast, David Hudgins’ recent remarks have me pondering that the FBI agent sharing leadership with the CIA might be an unfamiliar figure. Even brief appearances by Alana De La Garza or Jeremy Sisto could be off the table. Frankly, I welcome this change, as the show deserves a new beginning, especially if it’s not relying on a backdoor pilot. In fact, the allure of fresh faces might just entice more viewers to give the show a try.
As a movie enthusiast, I’m eagerly waiting to see who David Hudgins and team will bring on board for the CIA cast following the lead actor from Lucifer. Time alone can unveil these mysteries, but luckily, we can revisit the final seasons of Most Wanted and International by subscribing to Paramount+.
