In this game, it’s clear that Isaac resided in Seattle under the administration known as FEDRA. Later on, he joined the ranks of the WLF as one of its founding members. Following the elimination of the group’s leaders by the military, Isaac ascended to lead the rebellion and was swift in his actions, intensifying the WLF’s assaults and aggression towards FEDRA soldiers.
