South Korea’s Financial Supervisory Service, with the solemnity of a man addressing a flock of particularly inquisitive penguins, has issued a communiqué to domestic asset managers: “Limit those crypto-related stocks in your ETFs, or face the wrath of regulatory disapproval.”
Rising ‘Coin Theme’ Stock Inclusions Spur Caution (And Mild Panic) 😬
South Korea’s Financial Supervisory Service (FSS), that most vigilant of bureaucratic sentinels, has reportedly advised asset managers to curb their enthusiasm for cryptocurrency-related stocks in ETFs. This comes as a gentle reminder that the “emergency measures related to virtual currencies” (2017 vintage, still in storage) remain in effect, much like a forgotten jar of pickles in the back of one’s refrigerator.
According to a local report, the FSS has summoned asset managers to reduce their holdings of Coinbase and Strategy, those “digital gold” purveyors. The regulator, ever the stickler for rules, insists compliance with the 2017 administrative guidance is mandatory, which, in layman’s terms, means “Don’t touch crypto. Not with that hand.”
An unnamed FSS official, speaking with the gravitas of a man explaining the rules of croquet, clarified: “While the U.S. and Korea dabble in deregulation like children with fireworks, we’ve yet to establish new laws. Therefore, cling to the old guidelines until the new system is… well, systemized.”
This verbal guidance, delivered with the subtlety of a brick through a window, is a reaction to the recent surge of “coin theme” stocks—cryptocurrency exchanges, mining firms, and blockchain enthusiasts—in the local ETF market. One might almost believe the world has gone mad.
As noted, many ETFs hold crypto-related stocks in proportions that would make a gluttonous hedgehog blush. For instance, Korea Investment Trust Management’s ACE U.S. Stock Bestseller ETF, which tracks F&Guide’s best-selling U.S. stock index, allocates 14.59% to Coinbase, a figure that would make a Wall Street tycoon weep with envy (or concern).
Likewise, the KoACT U.S. Nasdaq Growth Company Active ETF holds 7.44% Coinbase and 6.04% Strategy, totaling 13.48% in “crypto-related” stocks. The KoACT Global AI & Robot Active ETF, with its 10.34% Coinbase, and Timefolio Asset Management’s TIMFOLIO U.S. Nasdaq 100 Active ETF, which invests 8% in “coin-related” stocks, are equally audacious.
Industry Faces Compliance Dilemma (And Sarcasm) 🤡
Asset managers, now caught in a regulatory tightrope walk, argue that excluding these stocks is as easy as herding cats with PhDs. Active ETFs can adjust holdings at will, but passive ETFs, bound to their indices, face the same fate as a man who’s agreed to a bet with a man who owns a zoo.
“If you exclude stocks from an index without altering the index itself,” explained an industry insider, “the tracking error could rise like a poorly timed balloon. I understand the regulatory tone, but it’s not easy to respond immediately.”
An FSS official, with the warmth of a man who’s just discovered his favorite sock is missing, acknowledged the challenge: “We are fully aware that passive ETFs cannot exclude stocks at the manager’s discretion. This statement is intended to encourage caution in the overall design of ETF products until the system is reorganized.”
Critics, meanwhile, question the fairness of singling out domestic ETFs when South Korean investors are already investing in crypto via U.S. funds. One might say the FSS is playing a game of regulatory whack-a-mole, but with more spreadsheets and fewer rubber mallets.
