Law enforcement officials in Los Angeles have stated that they cannot intervene when a live-streamer is using offensive language towards women in public, as such speech falls under the protection of freedom of speech outlined by the Constitution.
A social media user on Instagram, self-proclaimed as a “dark comedian,” is facing criticism for his verbal abuse towards several women in Los Angeles. He’s been caught on camera making inappropriate sexual advances, and has posted some of these instances online.
On the vibrant shores of Hermosa Beach, springing into action on April 2, 2025, I found myself unwittingly bearing witness to an extraordinary event. A man, whose actions left quite an impression, was in full view. Alerting local authorities seemed like the right course of action. However, as the day wore on and news spread about this individual, Hermosa Beach Police Chief Paul LeBaron shared his sentiments: there seemed to be little they could do to halt his actions.
According to the First Amendment of the U.S. Constitution, they argue that even though his words may be considered “offensive” or “distasteful”, they fall under the category of free speech.

According to KTLA’s report, the bystander stated that the person was attempting to provoke any response from anyone he encountered during those unusual events. TopMob can verify this behavior is not a rare occurrence, as his Instagram account contains 268 posts showcasing different pranks and past interactions with law enforcement officers.
In a video posted to his 37,000 followers, an individual frustrated by the man’s provocations followed him, but the man fled shouting “assault” even though there was no physical interaction between them.

According to Hermosa Beach Police Chief Paul LeBaron, the live videos being broadcast by this individual contained highly inappropriate and, quite frankly, appalling material.
Often, folks wonder why we can’t simply apprehend him for harassment. The straightforward explanation is that, although his speech may be offensive or distasteful, such expressions are usually shielded under the principles of our Constitution.

Police reportedly made contact with the individual and referred him for a mental health evaluation.
