Unlike the Marines, who have been steadfastly opposed to piracy since the very first episode, this danger extends to the World Government, an entity with a deep-rooted enmity towards pirates and the ideal of freedom that spans centuries. Therefore, it’s crucial for fans to understand their inner workings.
The World Government is a confederation made up of more than 170 countries, exercising authority over much of the globe. Established many centuries ago by a coalition of 20 Kingdoms, there’s a widespread perception that this government is controlled by the descendants of its original founders, often referred to as World Nobles. The World Government maintains that no single ruler exists, but it’s widely understood that such assertions are far from truthful. This government oversees three law-enforcement bodies: the Marines, Cipher Pol, and the Seraphim, each with distinct roles within the World Government’s power structure.

In the heart of the World Government, at Mary Geoise’s Pangaea Castle, the seemingly vacant Throne symbolizes the lack of a world ruler with absolute power. At the grand Levely gathering, each royal vows never to attempt seizing this throne. However, contrary to this image, as shown in Episode 885 titled “In the Dark Recesses of the Holyland – A Mysterious Giant Straw Hat,” it was unveiled that someone indeed occupies the throne – the elusive Imu. This mysterious character goes to great lengths to keep his identity hidden, and those who discover him are met with a death sentence.
I’m utterly captivated by Imu’s astonishing might! With a mere flick of their finger, they could obliterate an entire island. They are none other than the enigmatic beings called the Creators, who brought forth our world as we know it. The First Twenty, a group of families united 800 years ago in an alliance to fight against the Great Kingdom and the first pirate, Joy Boy. It’s possible that Imu harbors intense animosity towards Joy Boy due to being one of the original survivors from that epic conflict. Imu wields absolute authority over the World Government through their trusted representatives, the Five Elders.

The Five Wise Leaders occupy a prominent position atop the World Government, serving as a council of powerful Celestial Dragons who strive to preserve global harmony and control the armed forces. These five leaders use their authority to execute their objectives and neutralize numerous threats, upon Imu’s orders. Their commands are unquestionable, yet the average citizen remains unaware of their existence. The Five Wise Leaders reside within the confines of Pangaea Castle and seldom interact with the general populace.
In this secretive circle, Marines who stumble upon them can even meet a deadly end, much like Saint Saturn on Egghead Island. Similar to Imu, the Five Elders view Luffy unfavorably due to his actions and ties to “Nika” and Joy Boy. They also harbor strong dislike towards Nico Robin because she possesses knowledge of the Void Century and is the sole survivor of Ohara. They address Imu as “The Creator” and are deeply devoted to him, but are not invulnerable to his wrath. It’s worth noting that Jaygarcia Saturn was eliminated by Imu following his failure to capture Luffy on Egghead, and a new Celestial Dragon took his place, previously leading the God’s Knights.
The God’s Knights Are The Elite Guard of the Celestial Dragons

In the Elbaph Arc, the God’s Knights serve as the primary adversaries. These individuals hold high ranks within the divine-like Dragon Nobles, residing in Mary Geoise, and supervise the World Nobles. These God’s Knights are exceptional among Celestial Dragons, sharing eternal life similar to the Five Elders. They alone possess the authority to punish other Celestial Dragons and work towards the interests of the Five Elders and the World Government.
The present-day knights serving as the head are referred to as God’s Knights. Known individuals within this group include Gunko, Shepherd Sommers, and Rimoshifu Killingham. These three have been causing trouble for the Straw Hats in the land of giants.
The World Nobles (Celestial Dragons) Believe They Are Above Everyone Else

This divine status is why many of the World Nobles bear the title “Saint.” The World Nobles reside in Mary Geoise and are revered and respected wherever they go. It seems there’s no way for an outsider to become a World Noble, but only under exceptional circumstances; however, a World Noble can be expelled or excommunicated.
Equating a strike against a World Noble with striking a deity means every Marine feels compelled to retaliate against the offender. Yet, Luffy, who was fired upon by a World Noble, was still perceived as being in the wrong for retaliating against Saint Charlos. The distinctive hairstyle of World Nobles, known as the noble opener, bears resemblance to a wine opener, and they don protective spacesuits adorned with resin helmets. It’s been suggested that the World Government designed their attire this way in anticipation of the world’s eventual submersion, with the noble opener potentially serving a practical purpose during such catastrophe.

It is also believed that they are superior to the God’s Knights and serve the World Nobles. These Warlords were tasked with maintaining global balance. However, they were dismantled during the Levely when Doflamingo and Crocodile were unmasked and imprisoned for their wrongdoings.
Cipher Pol Cells Are The World Government’s Secret Spies

I serve as an observer, and I can tell you that the Cipher Pol is a covert network of agencies. They engage in espionage, investigations, and even targeted actions – all in the service of the World Government. Interestingly, they function not just as an extension of the Marines’ Intelligence Branch, but more so as a counterinsurgency force. While the Marines primarily maintain peace, Cipher Pol is designed to prevent any uprisings or challenges against the authority of the World Government.
Among the eight recognized Cipher Pol units, we have CP1-CP8. However, there are also two unofficial groups, CP9 and CP0, operating in secrecy. CP9 is notorious for its ruthless methods and has the power to eliminate any citizen who does not comply with the World Government. This organization is highly secretive due to its extreme tactics. On the other hand, CP0, though more public, primarily serves as an enforcer for the World Nobles. The Five Elders frequently grant immunity to Cipher Pol agents and prevent the Marines from intervening in their operations. Despite this authority, Cipher Pol refrains from attacking a Yonko out of concern that such action might provoke war with the Yonko’s operations or escalate conflicts with the World Government.
CP0 is made up of individuals such as Rob Lucci, Kaku, Sussy, and others who are prominently featured in Egghead.
