A commonly recommended approach is to become part of the vampire hunter group in the Imperial City and collect dust, valued approximately 250 septims per piece when returned to them. However, this requires reaching level ten, which isn’t early in the game. As an alternative, as mentioned by u/Hannibaal09, you can steal from the arena winnings box at night, earning around 500 septims. Later, as suggested by u/Valuable_Ad9554, consider joining the Thieves’ Guild and pilfering shops in the market district.
