Local council painted disabled bay around man’s car then fined him for it

A man in Wales received a parking ticket after parking in a newly painted disabled parking space – just minutes after the city council had finished marking it around his vehicle.

Graham Tufft, a 66-year-old man with a below-the-knee amputation, heart failure, and diabetes, asked his local council to mark a disabled parking space outside his home. It took them two years and three months to fulfill his request.

Workers from Newport City Council came to outline the parking space just as Graham and Janice were looking into the rules about displaying disability badges. They weren’t sure if they needed to, as the vehicle parked in the space was registered to their home address.

Janice said “the paint on the floor was still wet”

Janice went outside to show her disability badge and noticed a note stuck to her car window.

She told WalesOnline that she initially believed the notice was left by the installers. But when she opened it and realized it was a fixed penalty notice, she was shocked.

Janice Tufft found the fine less than five minutes after the contractor finished the paintwork.

Graham said parking wardens are rarely seen in the area, and he wondered why he received the ticket. He believes the warden deliberately waited for the workers to finish before issuing it, adding, “It’s a quiet area – you don’t usually see parking enforcement or police officers here.”

The couple have appealed the fine, and contacted the local council to express their concern.
