You obtain the Dragon’s Breath spell during the mission called “Breaking the Fire Seal,” and you must complete this quest in order to meet Caldarus in his human form and explore the new biomes introduced in the update.
To accomplish the mission, you need to navigate to the fire seal situated in the mines on level 60, which implies overcoming numerous other seals as you descend.
