The climactic final chapter of Starfield’s Shattered Space expansion, titled The Scaled Citadel, awaits players. Each decision you’ve previously made plays a crucial role in determining the actions you take during this quest.

Each encounter with the three houses, every Phantom you’ve neutralized, and all journeys from Dazra to various outposts have been building up to this pivotal moment. In The Scaled Citadel, your decisions will shape not only the Va’ruun’s destiny but also that of the entire Settled Systems in Starfield. Therefore, choosing wisely becomes crucial and significant.

This manual provides information on various decisions that need to be made, such as whether to free the Phantoms, selecting the appropriate Va’ruun residence for leadership, and initiating the Serpent Crusade.

Upon entering The Scaled Citadel, make a right and walk down the stairway. To your left, there’s a door that takes you to the Level of Research.

Once you step beyond that doorway, you’ll encounter the goal of “Ending the security lockdown.” Pass through the radiant doors and locate the yellow door on your right. Behind this door lies the Security Control System. Upon trying to click “Override Lockdown,” you’ll receive an error message. To resolve this issue, you must first eliminate the Modulator.

As an enthusiastic gamer, I’d guide you: Keep moving towards the quest symbol until you spot a distinct red and white door. Once you pass through it, there’s a crucial lever that you should pull to expose a blue modulator overhead. Before a protective barrier envelops the modulator, blast it repeatedly until it’s obliterated. If time runs out on you, simply repeat the procedure.

After destroying the modulator, engage with the computer located nearby to attempt restarting the security system again. Subsequently, simply follow the mission indicator to get to the Reactor Level and swap out the Vortex Lock.

Should you release the Phantoms or terminate pod life support?

Your choice between releasing the Phantoms or terminating Pod Life Support ultimately leads to the same outcome in The Scaled Citadel.

  • If you release the Phantoms, Anasko is happy at first, but the Zealots will still breach the Citadel, and you’ll be attacked by Phantoms on your way to The Pinnacle. Once there, you face Anasko again, but you can choose to attack or submit.
    • If you submit, you kneel before Anasko and die. This is not a suitable ending for your character, so Starfield sends you to the last respawn point in hopes that you’ll make a better choice next time.
    • If you attack, you become Anasko’s enemy and get a new objective: overload the Vortex Gate and defeat him.
  • If you choose to terminate Pod Life Support, Anasko immediately turns hostile, but the end result remains unchanged; you’ll still have to deal with the Zealots, face the Phantoms, and ultimately take out Anasko.

No matter what you do, you’ll still need to overload the Vortex Gate and defeat Anasko.

1st: To max out the Vortex Gate, begin by engaging the Temporary Shield Disable on the Modulator Containment Release to momentarily weaken the protective barrier around the Modulator. Subsequently, aim and fire all your available ammunition at the Modulator before the timer concludes, with the intention of destroying it. Repeat this procedure 4 times for 4 distinct Modulators, ensuring you locate each switch’s corresponding Modulator prior to activating the lever.

In order to finish the task, it’s sufficient for you to vanquish Anasko just a single time. Similar to other Phantoms, he regenerates after each defeat; however, his resurgence won’t affect your mission completion since defeating him only once is required.

This decision is completely yours to make based on the house that you believe is most fit to rule, or simply the one you prefer the most. By now, you’ve accomplished the primary mission for each house (such as Conflict in Conviction, Zealous Overreach, and Exhuming the Past) and have likely undertaken some additional quests to help you determine which one feels most appealing to you.

Should you start the Serpent Crusade?

The Serpent Crusade was initiated way back in 2240 with the aim of annihilating all non-believers across the Settled Systems. This conflict continued for approximately twenty-two and a half years until Jinan Va’ruun passed away, and his son pledged for peace. Now, it falls upon you to determine whether you wish to recommence a crusade that would potentially erase every non-player character (NPC) you’ve encountered within the game.

  • If you choose not to start The Serpent Crusade, all Houses agree and the Va’ruun remain in Va’ruun’kai. The High Council takes their leave and you enjoy your newly acquired house in Dazra.
  • If you choose to start The Serpent Crusade, all houses agree as well but don’t expect anything to happen. You won’t get to see The Serpent Crusade in action. Story-wise, Andreja explains this is because the preparations take “a decade.”
