Film AlUla Using Tax Rebates and a Focus on Talent Development to Attract New Productions to Saudi

As a movie enthusiast with decades of experiences under my belt, I must say that Film AlUla is truly revolutionizing the film industry in the Middle East. With its unparalleled commitment to nurturing local talent and providing world-class shooting locations, it’s no wonder that international productions are flocking to Saudi Arabia.


Since its founding in early 2020 by the Royal Commission for AlUla (RCU), Film AlUla has rapidly emerged as one of the most dynamic film locations in the Middle East. This film agency’s mission is to foster and encourage international, regional, and local film and television production while preserving and safeguarding AlUla, a region rich in natural and cultural heritage in Saudi Arabia.

Understanding that nurturing local talent and creating skilled film crews is crucial for their goal of establishing Saudi as a global media center, Film AlUla has formed collaborations with initiatives such as the Red Sea International Film Festival’s Red Sea Lodge. As a sponsor, AlUla contributed funds to organize creative workshops and visits to film sets for filmmakers involved in the Lodge. During these events, they had the chance to acquire practical experience on projects like Johnny Depp’s upcoming directorial project “Modi,” which will make its world debut at the San Sebastian Film Festival later this month.

But, of course, the great priority is to attract projects to shoot in AlUla. One of the main hurdles in bringing more international productions to Saudi is making the bureaucracy seem less daunting to American and European teams, who might be unfamiliar with working in the region. The new Acting Executive Director of Film AlUla Zaid Shaker told EbMaster how Film AlUla can offer international teams support in optimizing the country’s attractive 40% tax rebate and navigating production regulations, custom clearances, visa applications and filming permits, alongside location scouting and talent recruitment. 

Beyond this, we can also boost projects that hire a Saudi workforce for both on-screen roles (above the line) and behind-the-scenes positions (below the line). These productions should showcase Saudi culture, history, people, and varied landscapes to qualify for additional benefits.

Beyond our top-notch studios, AlUla offers a variety of breathtaking filming spots nestled within an untouched natural environment,” said Shaker in response to a question about what sets AlUla apart when attracting major international film productions. This diverse landscape encompasses mountain ranges, nature reserves, historical sites, a 12th-century town, and approximately 80 springs located within the oasis.

One notable triumph stemming from AlUla is the film “Norah,” the first Saudi production to screen at Cannes. Director Tawfik Alzaidi shared with EbMaster that AlUla played a pivotal role in the film’s production, providing logistical assistance, shooting locations, accommodations, and local crew. He added that he was acquainted with the artistic landscape of AlUla, which mirrors a historical museum showcasing a profound human heritage, much like the narrative portrayed in “Norah.” Furthermore, Alzaidi emphasized that Film AlUla is an essential and perhaps the most influential segment of the Middle Eastern film industry.
