During the EbMaster Global Conversations Summit, held on Friday at Lucia Beach in Cannes, Stefan Prohorov – a specialist in international relations from the Bulgarian National Film Center – announced that over 30 projects, such as Disney+’s “Young Woman and the Sea” (starring Daisy Ridley) among them, have received Bulgaria’s 25% cash rebate since its introduction two years prior.
Prohorov stated that the incentive is “working smoothly and efficiently, with great speed.
He mentioned that Bulgaria offers additional advantages, such as “a stunning array of settings… We boast a wide range of natural environments.
Our crews are another strong point. We have a highly skilled and competitive workforce, and our team is consistently growing. This industry is relatively young, with most professionals being under the age of 40 among our full-time staff.
At Nu Boyana Film Studio, there are eight different filming locations, five specialized work areas, a large water tank, and essentially all the resources you’d expect for film production – it’s packed full of exciting equipment, according to Yariv Lerner, CEO of Nu Boyana.
Out of numerous films produced in Hollywood, Lerner aimed to draw attention to “Young Woman and the Sea,” a film that tells the real-life tale of Trudy Ederle, the pioneering woman who swam across the English Channel first.
The movie’s tale is captivating, but what makes it even more intriguing is that it was entirely shot in Bulgaria. Half of it was filmed in Sofia and our studios, while the other half took place in Varna,” he pointed out. “We took advantage of the entire country in the process. And as fate would have it, around the same time, the Ukrainian conflict erupted, causing a surge in displaced individuals. As a result, Disney’s presence in the country led to us hiring an additional 5,000 people beyond our regular crew.
Lerner continued, “The primary motivation for their arrival was that they ticked the appropriate box. Upon being asked if there was a discount available, a Disney executive responded affirmatively, stating ‘We’ll go and film there.’ This marked the beginning of a fruitful partnership.

Krassimira Belev, a multi-talented Bulgarian actor, producer, and writer, is showcasing her debut feature film “The Therapy” at Cannes. She believes that Bulgaria offers great potential for independent filmmakers who may not have a large budget. “In Bulgaria, you can create a film even with a limited budget,” she said, “which was our case due to the lower production costs here in Bulgaria. I consider it something of a hidden treasure – here, you can make a film on a smaller budget and still work with an exceptionally skilled crew and cast.
She stated: “The encounter has been fantastic, truly extraordinary. It seems everyone is thrilled about shooting here in Bulgaria. You have such a variety of locations at your disposal, and when you engage with people as an independent filmmaker, they immediately understand and share the enthusiasm. As a result, they are more than willing to let you record.
Bulgarian individuals generally approach situations with a constructive mindset, as highlighted by Prohorov. “We’re not just problem identifiers, but problem solvers,” he stated. In essence, there’s often no need to search for a fixer in Bulgaria because almost anyone can step up to the task. Lerner described the country as a “nest of creativity,” and further explained, “There are countless filmmakers who initially came here with the intention of making films but ended up falling in love with the place and wanting to make it their home. Sofia has that unique allure reminiscent of Berlin during its rise after the fall of the Soviet Union.
Martin Petrov, the director of International Film Festival Glasgow, mentioned that there is a consistently dedicated segment within their event showcasing Balkan cinema, which encompasses Bulgaria. He expressed that they often encounter exceptional talent who submit their films to the festival and aspire for international success. In reference to Bulgarian films, he highlighted a noticeable trend of late where many have been performing exceptionally well at the box office, using “Gundi: Legend of Love” from last year as an example.
In the previous year, the Bulgarian joint production titled “The Man Who Would Not Be Silent” earned the Palme d’Or award for the best short film at Cannes, and it also received a nomination for the Oscars.
Year after year, I find myself marveling at our frequent participation in significant European awards and festivals with a collaborative Bulgarian production.
Petrov commented: “Approximately 70% of the Bulgarian movies we screen for our festival are joint productions, which speaks volumes about the cooperative attitude prevalent in Bulgaria.
The Bulgaria discussion was led by Leo Barraclough, the head of International Features at EbMaster.
