As a devoted cinephile, I’m thrilled to share the news that Leonardo Edde, the head honcho of RioFilme, our beloved state-owned film agency in Rio de Janeiro, unveiled an enticing package of incentives for movie and TV production and distribution. Valued at a staggering R$ 131 million ($23 million), this generous offering was presented during the Rio2C event on Thursday.
As a movie enthusiast, I found myself in an engaging discussion with Edde, Alex Braga from the Brazilian film-TV agency Ancine, and Marcio Tavares, executive secretary of Brazil’s Ministry of Culture. Together, we outlined some key priorities for both federal and Rio film-TV policies during this roundtable.
The Brazilian federal government is allocating 100 million reais ($17.5 million) from its Audiovisual Sector Fund (FSA), managed by Ancine, and Rio de Janeiro’s city government will contribute an additional 31 million reais ($5.5 million). This partnership marks a groundbreaking collaboration between federal and local administrations.

RioFilme plans to disperse the coin among Rio de Janeiro businesses via open bidding processes, which is common practice in Brazil. Applications are set to be accepted starting from June 25th.
As a film enthusiast, I’m thrilled about the public-sector aid package that offers incentives across various aspects of film production and distribution. This funding totals R$39 million ($6.8 million) and is earmarked to boost the financing of 12 captivating live-action or animated feature films, each with a promising box office future.
An additional $3.5 million (R$20 million) will serve as additional funding for ten low-budget movie productions. To qualify, producers are required to have previously secured some financing for their projects, although they still lack sufficient funds to commence filming.
As a movie lover, I’m thrilled about an additional $2.8 million incentive package that’s being offered to help fund six captivating live-action or animated series!
Additionally, this package offers a financing option worth approximately $880,000 (R$5 million), which can be used for creating films, television shows, animations, and documentaries.
The distribution plan includes a subsidized budget of approximately $1.4 million (R$8 million) to support the release of ten theatrical feature films.
In Ancine, we find it highly beneficial to have a local partner as it guarantees that the investment will be managed appropriately. We recognize the strategic importance of Rio de Janeiro in fostering the growth of the film and television industry within Brazil, according to Braga’s statement.
Edde praised the cooperation with the federal government and vowed to continue.

Tavares discussed a significant matter for both Brazilian producers and the government – setting up investment quotas for Video on Demand (VOD) service providers in Brazil, similar to what has been established in several European countries.
During President Lula’s two-and-a-half-year term, we’ve invested more than any other government in the audiovisual sector. Now, it’s time to regulate the streaming platforms. This year, we need to get this regulation passed through Congress. With our films winning international awards lately, Brazilians are proud of their cinematic achievements. We should seize this positive momentum to approve these regulations.
