‘Boardwalk Empire’ Creator Exited ‘The Batman’ Spinoff About Gotham Police After Matt Reeves ‘Wasn’t Feeling It’: ‘I Worked on It for Awhile’

As a seasoned critic with a penchant for gritty police dramas and a soft spot for the Batman universe, I must say I am left with a mix of intrigue and disappointment upon hearing about Terence Winter’s abandoned Gotham PD project.


Terence Winter, creator of “Boardwalk Empire” and executive producer of “The Sopranos”, is now sharing insights on the abandoned spinoff series for “The Batman” focusing on the Gotham City police department. Alongside director Matt Reeves, Winter had been preparing this project before the 2022 comic book movie’s launch; however, just a few months after the show was announced, Winter chose to step away from it. Later on, Joe Barton took over from him, but unfortunately, the entire series ultimately disintegrated.

Winter explained during a podcast interview on ‘The Playlist’s ‘Bingeworthy,’ that the concept revolved around a modern-day cop series set in Gotham City Police Department, reminiscent of Sidney Lumet’s 1981 crime and police drama ‘Prince of the City.’ The show was intended to capture the ’70s vibe and follow a third-generation officer who grapples with the city’s widespread corruption. Our protagonist, unbeknownst to him, is on the wrong side. Batman is a character within this world, but he remains elusive; instead, the focus lies primarily on the police department and our main character’s journey.

In my role as a movie enthusiast, I must confess that Keanu Reeves and I seemed to have lost the creative spark for our planned series, leading me to step away from the project. Regrettably, the Gotham Police Department show was shelved, giving way to the development of a captivating series centered around Colin Farrell’s Penguin character, who made his debut in “The Batman.” This intriguing series, now known as “The Penguin,” is currently gracing our screens on HBO and Max.

Winter replied, “That’s fantastic, they deserve it. Just as I mentioned earlier, it was Matt who came up with the concept initially, and I say bravo to him! Creative alignment isn’t always instant; sometimes you click, sometimes you don’t. Or you might start on the wrong note, thinking ‘This could work, but somehow, it just doesn’t.’ Additionally, there was a show called ‘Gotham,’ which took place within the Gotham City Police Department. It somewhat overlapped with our concept, even though ours was meant to be entirely distinct. I think they did an excellent job with ‘The Penguin.’

Earlier this year, Entertainment Weekly conducted an interview with Reeves where he shared that the Gotham PD show and another spinoff series centered around Arkham Asylum were abandoned due to HBO executives preferring to concentrate on prominent characters from the Batman universe instead.

In his words, “They expressed enthusiasm for your work and suggested we should emphasize more on the main characters.” He further mentioned that certain aspects from the canceled Gotham PD series were incorporated into “The Penguin”.
