None of the scrolls are missable. All can be found up until the final boss of the game.

Unlike the first Dragon Quest HD-2D, several skills in this game can be learned by more than one character. This means you’ll often need to choose which party member gets each skill. While you can find multiple copies of some skills, others only appear once, forcing you to decide between two characters who can learn it. For example, there’s only one Wind Sickles Scroll, but either the Prince or Princess of Cannock can learn the skill, so you’ll have to pick who gets it.

Dragon Quest II HD-2D: Master of Arts

One accomplishment in the game involves mastering all spells and abilities. In Dragon Quest II, this is called “Master of Arts” and is unlocked by having at least one character learn every spell and ability available in the game.

There are two special skills, Puff-Puff and Power Puff-Puff, that both the Hero and Princess of Moonbrooke can learn. You can get two scrolls for each skill, allowing both characters to master them. This is unique because the game treats the Hero’s Puff-Puff and the Princess’s Puff-Puff as distinct abilities. To get the achievement, both characters must learn both versions. All other skills are shared, so it doesn’t matter which character learns them.
