The rapidly expanding youth content industry in Taiwan is experiencing a significant growth as global partners collaborate to foster the upcoming talent pool of Chinese language storytellers.
Third Culture Content (TCC), a production company based in Los Angeles and Seoul, is collaborating with S11 Partners and PTS XS from Taiwan to debut “All Star,” an innovative program that nurtures up-and-coming creators of Chinese-language content aimed at young adults.
Under the name “All Star: Teens Drama Development Lab,” this innovative project launches this summer, starting with application acceptance on June 4th. This venture aims strategically to engage and attract the growing Generation Z and Alpha market by creating compelling, locally-rooted stories that resonate globally through authentic storytelling.
30 chosen Taiwanese artists are initially invited to attend masterclasses led by professionals from the industry. Following this, the top 4 projects will proceed to a six-month development lab where they’ll work closely with veterans from Hollywood. Some of these projects could progress towards international co-production in the year 2026.
Distinguished mentors from the Hollywood scene, such as Amy Rardin (who’s worked on Marvel’s “Strange Academy” and “Echo”), Jessica O’Toole (known for the “American Girl” series and “Invisible Sister”), and BAFTA winner Debbie Moon (“Wolfblood”) are part of this program. Additionally, the program provides a script development grant worth approximately NT$260,000 ($8,600) for each selected project.
Janice Chua and Sean Dulake, founders of TCC, noted that while the Young Adult (YA) genre expands worldwide, it’s still in its early stages in Asia. This collaboration presents a special chance to delve into and pioneer within this field, merging Taiwan’s vibrant cultural elements with our skills in crafting stories that resonate universally.
The lab continues to leverage partnerships with established industry players, having worked together in the past through TCC’s Chua and S11’s Cora Yim on “Emerge,” a Taiwanese development program that supported the creation of five TV series and six films from 2022 to 2024.
Yim stated, “Adolescence is a significant crossroads teeming with curiosity, transformation, and potential.” We’re thrilled to collaborate with PTS XS and Third Culture Content in this teen drama workshop initiative. This partnership empowers young Taiwanese storytellers to craft their own compelling teenage narratives using our resources.
Launching in 2024, PTS XS – Taiwan’s initial cross-media platform catering to viewers between the ages of 3 and 18 – sees this partnership as a strategic move to establish a strong presence in the cutthroat Asian youth content market.

This initiative is the most recent addition to a chain of development projects spearheaded by our collaborators. Previously, Yim was in charge of Fox Creative Lab back in 2018, while Chua and Dulake are currently the heads of faculty at CAPCA (Canada-Asia Pacific Co-Production Accelerator), an organization dedicated to creating TV projects for distribution within North America.
