It was previously known that Sarek had taken a keen interest in Captain Picard’s professional journey, demonstrating his high regard for the commander of the Enterprise. Not only is Picard a skilled diplomat, but he also possesses the composed and commanding presence that Sarek found necessary for his negotiations with the Legarans.
In essence, Picard seems to have a unique understanding of Sarek before their mind meld, making him one of the rare individuals whom Sarek might have consented to undergo a mind meld with. The development of Sarek’s storyline heavily relies on Picard, and it wouldn’t have resonated as deeply with any other Star Trek captain.
