In Elder Scrolls IV: Oblivion, you’ll often run into locked objects that require a lockpick to open. Unlike later games in the series, you can attempt to pick any level of lock right from the start. Stocking up on lockpicks can help you find valuable loot early. You can discover them on bodies or lying around, but the most reliable way to restock is by purchasing them. However, since lockpicks aren’t commonly sold items, you won’t find them in regular stores. To buy them, you must start the Thieves Guild faction questline and complete the first mission “May the Best Thief Win”. This will grant you access to the guild’s fences who sell lockpicks. These are also the individuals where you can sell stolen goods (except for non-guild fences like Manheim at the Inn of Ill Omen, who don’t sell lockpicks). The first fence you encounter will sell an equal number of picks for the same price, so you don’t have to delve too deeply into the questline.
Based on your standing with the fence, the cost of a lockpick can vary between 5 and 10 gold pieces per item (with some bargaining room), so it’s beneficial to improve their opinion of you as much as possible. Additionally, keep in mind that each fence’s supply of 100 lockpicks replenishes after a short period, which means if you require a large number of lockpicks, you might have to wait a few days.

Before you finish your initial mission and join the Thieves Guild, there’s an approach to obtaining lockpicks through Armand Christophe. He sells them for 5 gold each, individually. However, if you need a large quantity of lockpicks, this method might be too slow. But if you prefer avoiding the guild, this could serve as an alternative option.
