Luiz Toledo, previously an energetic leader at Spcine (São Paulo Film Commission), responsible for investments and strategic partnerships, has recently founded Filomena Productions – a consulting firm within the private sector. This new venture is designed to bridge gaps between thriving audiovisual centers in Brazil, Latin America, and developing regions of the global South, and well-established international marketplaces.
As a key player in the São Paulo film-TV industry, Toledo played a crucial role in designing a groundbreaking cash rebate program for foreign and international Brazilian productions. This initiative was first introduced by São Paulo City Hall in 2019, and was later endorsed by the São Paulo state government starting from 2023, with an enhanced version.
By advocating for affirmative action policies in funding proposals, and receiving a significant initial investment from global streaming services like “3%” starting in 2016, followed by the large-scale production of “Senna” this November, Sao Paulo has become not just the leading but also the most internationally focused film and television center among Brazil’s hubs.
Through his guidance, the Audiovisual Sector of Spcine International saw a influx of approximately $366 million in business deals. Toledo predicts this figure. Additionally, he fostered partnerships not only domestically in Brazil, but also expanded collaborations across Latin America and Africa.
From now on, Filomena Productions will help expand Toledo’s passion – “increasing the global influence of productions and production companies,” he shared with EbMaster – but in various areas of consulting, with the goal of promoting growth and development for the global South industry as well. Filomena has signed her first deal with Mixer Films from Brazil, the production company behind HBO’s Latin American Original “El Negocio” and multiple award-winning film “Besouro.” Filomena is soon anticipated to reveal further and substantial consulting partnerships.
The release arrives at a crucial moment when Brazilian cinema and television have gained much international recognition. For instance, Walter Salles’ “I’m Still Here,” which was shortlisted for an Oscar, won a Best Actress Golden Globe for Fernanda Torres. Furthermore, the Netflix/Gullane co-production “Senna,” launched on November 29, set a new record as the most expensive Brazilian series ever produced. This production consistently ranked in Netflix’s Top 10 non-English TV charts for several weeks.
It’s a significant milestone for the global film industry to view Brazil as a major production hub. This is the inspiration behind Filomena – to demonstrate to established film markets that the Southern Hemisphere can provide equal quality, at lower costs, and offer fresh, unique stories. Toledo stated this to EbMaster, expressing his frustration with the endless ‘Fast and Furious’ sequels.
By 2024, it’s predicted that the number of TV series orders from significant international streaming platforms will have nearly doubled in volume compared to their peak in 2022, as suggested by Ampere Analysis, particularly in Brazil.
It’s clear that the impact of the global streaming correction has reached everywhere. Progressively, production firms are seeking collaborators and financing not only in Brazil, Latin America, or the developing world, but also beyond these regions.
