He has a grand scheme to gain power, though he’s unsure how it will actually work. However, when he encounters a surprising new Jedi in the first episode, his plans accelerate, and he starts to see a clearer path forward.
He needs to establish his authority, and people won’t respect him until those who wronged him are held accountable, and that accountability needs to be visible to everyone. This story begins with him addressing those betrayals. He’s focused on dealing with those who abandoned him during and after the Clone Wars – those who left him high and dry, stole from him, or took his property. While he has bigger plans, he’s currently focused on resolving these smaller issues before moving on to larger goals.
Then, in the first episode, something unexpected happens. He finds someone he believed was extinct – essentially, a Jedi – which completely shocks him. This discovery dramatically changes his plans and fuels much bigger ambitions. He’d been having visions for months of someone he could train and manipulate, anticipating a lengthy process.
