Rockstar boss explains why they never made Bully 2

Dan Houser, one of the creators of the popular game series Rockstar, has explained why a second Bully game was never made – and it all comes down to one key issue.

During a conversation with IGN at LA Comic Con 2025, Houser explained that the studio lacked the necessary creative capacity to pursue all the projects they were interested in.

He explained that with a limited creative team and few senior leaders, they simply couldn’t take on every project. The main problem, he said, was a lack of available resources and time.

Bully first came out for PlayStation 2 in 2006 and quickly gained a dedicated following thanks to its realistic school environment and free-roaming gameplay. Even though many fans have hoped for a sequel, one has never been released.

Bully 2 was never made due to ‘bandwidth issues’

As a big Rockstar fan, I’ve been following the rumors about Bully 2 for ages, and it’s pretty interesting! Apparently, some ex-developers have said that the team at what’s now Rockstar New England – back when it was Mad Doc Studios – actually started working on it a while ago. From what I’ve heard, they were aiming for something way bigger than the first Bully, with a more complex good/bad system, cool new stealth features, and a totally open world you could explore freely. It’s a shame it never fully came together, but it’s still fun to imagine what could have been!

Rockstar never officially confirmed these features, and Dan Houser hasn’t spoken about them recently. However, leaks and information from people who worked on the game have continued to fuel speculation.

According to Houser, the cancellation of Bully 2 wasn’t due to concerns about sales or potential controversy. Instead, it came down to Rockstar Games’ priorities at the time. With major projects like Grand Theft Auto and Red Dead Redemption demanding most of the studio’s resources, Bully 2 simply wasn’t able to move forward.

While a new game featuring Jimmy Hopkins isn’t confirmed, Rockstar’s comments suggest they haven’t forgotten about him. The reason a sequel hasn’t happened isn’t a lack of interest, but rather a matter of having enough resources to make it.
