Following the explosive end to season 3 – which saw key figures in the Russian mafia killed, the former prison warden murdered, and Kyle shooting Robert – this season focuses on the aftermath. Picking up a few weeks later, things are quickly spiraling out of control.
A New Gang Arrives In Kingstown With A Brutal Display Of Power
The episode begins with a striking scene: a new character named Frank Moses, portrayed by Lennie James, arranging a group of dangerous men on a train track just as a train approaches. This immediately establishes Frank as a powerful and formidable force who will likely play a significant role this season.
Even with Konstantin and Milo gone, Kingstown is far from safe. In fact, their removal will likely cause more trouble, as different gangs compete to take control.
Kyle Is Being Sent To Anchor Bay

The episode begins with Mike McLusky meeting with his brother, Kyle, and a lawyer. It’s revealed that Kyle is facing prison time for shooting Robert Sawyer during the events of the season 3 finale of Mayor of Kingstown.
Being a police officer already puts Kyle in a risky situation, and with a new baby at home, the next six months to two years will be especially challenging for him and his family. Despite this, Mike is determined to do everything he can to help protect his brother when he arrives.
Nina Hobbs Introduces Herself As The New Warden
Things are about to change at Anchor Bay prison with the arrival of the new warden, Nina Hobbs, played by Edie Falco. Hobbs seems to be an effective leader brought in to fix troubled facilities, and she’s brought a strong deputy warden and several new staff members with her.
In her first meeting with her team, she made it clear she wouldn’t accept corruption or defiance. She quickly demonstrated a strong understanding of the challenges they faced, addressing them directly and firmly establishing her authority.
Mike Meets With The Warden To Protect His Brother
Mike asks Hobbs to safeguard his brother and keep him separate from the general prison population. Hobbs promises Mike his brother won’t be harmed while under her watch, but emphasizes she won’t be making any special arrangements or compromises like previous wardens.
This creates a big problem for Mike, who relies on being informed and the warden’s support to maintain order in Kingstown. He’ll have to gain Hobbs’ confidence and backing, or figure out a new approach to handling things on the outside.
Trouble Is Brewing Inside The Prison

Inside the prison, Raphael Johnson, the leader of the Crips gang, faced a difficult situation when he met Roberto Cruz, a rival gang leader. Usually in charge, Raphael felt uneasy as Cruz seemed to be challenging his authority.
You know, I’ve got a feeling Roberto knows more about what’s happening outside Kingstown than Raph or even Bunny, the Crip leader, do. Raph’s been giving updates, but honestly, it feels like this is just the tip of the iceberg – things are about to get a whole lot worse with this gang war.
Bunny Is Attacked In The Middle Of The Streets

After Raph informs Bunny of something, a rival gang ambushes and attacks him right in the street. This bold attack demonstrates how determined they are to eliminate Bunny.
Bunny makes it through the ordeal thanks to his protection, and he emerges safely on the other side. However, this won’t be the last time his life is threatened in season 4 of Mayor of Kingstown.
Mike McLusky & Evelyn Foley Have Fallen Out

Mike is skilled at looking at problems from every angle, and he has connections with both gangs and the police. However, his relationship with Evelyn Foley has completely fallen apart because she was involved in Kyle’s imprisonment.
Evelyn was determined to convict Robert Sawyer, a police officer known for using excessive force that had resulted in deaths. To achieve this, she pressured Kyle, hoping to convince him to cooperate in exchange for his own freedom. However, Kyle decided to stand by Robert instead.
This mainly happened because Robert was likely to betray the others and cause even more trouble. As a result, Mike’s relationship with Evelyn, the Assistant District Attorney, has crumbled, making it much more difficult for him to maintain control.
Kyle Gets Brutally Beaten In Prison
When Kyle arrived at Anchor Bay prison, the other inmates immediately started yelling insults and jeering at him. One prisoner then attacked him, viciously beating him with a lock hidden inside a sock. Kyle sustained several broken bones, but he avoided going to the infirmary, worried he’d be attacked again even there.
While suffering in his cell, Kyle overhears Callaghan, the head of the Aryan Brotherhood, speaking to him from the neighboring cell. This suggests Kyle might follow a similar path to Mike, who joined the Aryan Brotherhood as a means of survival during his time in prison.
Considering all the groundwork laid in season 3, season 4 of Mayor of Kingstown promises to be full of exciting developments.
