In a world filled with people who have superpowers, one character is unique: they have none. The new DC Universe, as established in Superman, shows that these superpowered individuals, known as metahumans, have been around for at least 300 years. They’ve used their abilities for good and evil, and are now forming a team similar to the Justice League. However, the leader of this group doesn’t have any powers of their own – instead, they wield influence through wealth.
Within James Gunn’s expanding DC Universe, Maxwell Lord (played by Sean Gunn, James’ brother) leads a team known as the Justice Gang, even though he doesn’t have any superpowers.
Lord created the Justice Gang and provides all its funding and design through his company, LordTech. However, it’s been made clear that not all corporations and superheroes work together; for example, David Corenswet’s Superman doesn’t receive funding from Lord.
He brought together Guy Gardner (played by Nathan Fillion), Kendra Saunders (Isabela Merced), and Michael Holt (Edi Gathegi), providing them with the resources they needed and managing the building of the Hall of Justice in Metropolis.
Though he doesn’t have any powers, Lord is the team’s strategist, responsible for recruiting new members, as shown in Season 2 of Peacemaker.

As the DC Universe develops and moves towards a complete Justice League, Maxwell Lord’s role could become very important. He’s traditionally been a complex character in DC Comics, often blurring the line between hero and villain.
James Gunn’s latest work seems to establish conflict from the beginning. Lord maintains significant power by managing finances, hiring, and the overall vision of the project, giving him control over key people. Having worked on Marvel’s Civil War, Gunn might be drawing inspiration from its storyline, which featured government oversight of superheroes.
James Gunn has outlined a new power dynamic in the DC Universe, where control is divided between three groups: people with superpowers, governments, and large companies. He emphasized that corporations like LuthorCorp and LordTech aren’t just minor players – they’re just as powerful and are actively competing for influence worldwide.
In the series Peacemaker, Lex Luthor, acting on behalf of corporate interests, and Rick Flag Sr. (played by Frank Grillo), representing the U.S. government, reached an agreement. Following his capture after the events involving Superman, Lex partnered with Rick Flag Sr. to create and reinforce Salvation, a high-security prison built to hold exceptionally powerful individuals with superhuman abilities.
As a huge film fan, I’m a little worried about what this means for Earth’s heroes. It seems like this partnership, this duo, might actually be why we eventually get a full-blown Justice League on the big screen. It’s an interesting development, to say the least!
Maxwell Lord’s Justice League Role
Once the main Justice League team is established in the DC Universe, Maxwell Lord’s role could change significantly. To remain involved, he’ll probably need to rely on funding, with the heroes ultimately making the important choices.
A real Justice League will probably operate independently from big business. If the team grows naturally out of the current group, they might end up refusing LordTech’s funding and creating a self-governed team based on common values.
Although heroes like Guy Gardner, Hawkgirl, and Mister Terrific might still participate, their differing values compared to Superman mean the team would benefit from having more fundamentally heroic members to provide stability.
Wonder Woman and Batman, both characters who haven’t appeared in live-action DC Universe films yet, are crucial for establishing a credible Justice League.
It’s still unclear if the 2027 film Man of Tomorrow will set up the events leading to the formation of the League before the characters appear in the story’s universe.
