Europa Universalis 5 launched yesterday, November 4th, 2025, offering 4X strategy fans a vast world to navigate through political intrigue. Players can choose any nation and guide it through hundreds of years of history, aiming to build a dominant global power. Success requires skillful management of diplomacy, economy, and military strength. While many will focus on military expansion, claiming a ‘Casus Belli’ – a justified reason for war – is essential. We’ll show you how to obtain one.
How to get Casus Belli in Europa Universalis 5
Look, sometimes you just can’t negotiate with certain countries, no matter what you offer. That’s when you gotta be ready to back up your words with some serious military power. I always build up my army, even if I don’t want to attack anyone – it’s about making other players think twice before messing with me. But if I do decide to go to war, I need a good reason, something that makes sense in the game world. That’s where ‘Casus Belli’ comes in – it’s basically the justification for starting a war, and it’s super important!
A Casus Belli is simply an event or situation that gives a country a legitimate reason to declare war. However, in the game Europa Universalis V (EU5), acquiring one isn’t always straightforward.
How to Fabricate Casus Belli in EU5

- First, you need to enter the Government menu.
- Then, you go to the Parliament tab. There you will see your current Parliament support.
- On the list of requests, you will be able to devote 50% of your support to a given demand. One of them is Fabricate Casus Belli, which makes it much easier to start hostilities against the country of your choice.
How to use spies to create Casus Belli in EU5

I’ve discovered a really cool way to get Casus Bellis! You can use Spies. Basically, you just send them to the country you want to go to war with. Once your Spy Network reaches 20 points, a special Casus Belli option will pop up when you right-click that country – things like starting a war against pirates or a religious war. It’s a sneaky but effective way to justify your wars!
After that, click on the country where you’ve built a Spy Network, then choose the “Declare War” option and select a reason for war from the bottom of the screen. You can also attack without a reason, but it will cost you significantly more.
