You can play all of these characters on the base game without needing to buy any extra content. Some characters, like Hatsune Miku, become available after you finish your first Grand Prix.
Pre-Order Bonus Characters – Only available if you pre-ordered the game

Currently, the Werehog form is exclusive to players who pre-ordered the game. But, we anticipate it will be offered as downloadable content for purchase later on.
These characters are only playable if you buy the Deluxe Edition of the game, the specific character’s downloadable content, or the Season Pass.
