According to Tapahe, despite being part of the same Dell area, it’s split into an upper and lower section, with multiple units in each division. One of these units is situated on the upper side, while another resides on the lower side.

Currently, Ruby finds herself disconnected from her entire family, including her former spouse, Kevin Franke, and their collective six kids, with whom she no longer maintains any communication.
How long will they be imprisoned?
Ruby Franke and Jodi Hildebrandt received the same sentence: a series of four terms ranging from one to fifteen years for aggravated child abuse. This means that the earliest they could potentially be released is in the year 2027, with their latest possible release date being as far as 2053.
Under Utah law, while a second-degree felony can potentially span up to 60 years consecutively, the total sentence for such crimes is limited to a maximum of 30 years in total.
In summary, Franke and Hilderbrandt may serve anywhere from four years up to a possible 30 years in prison, contingent upon parole board’s decisions regarding their release.
On August 30, 2023, two women were apprehended following an incident where Franke’s emaciated 12-year-old boy managed to flee from Hildebrandt’s residence and sought assistance from a nearby neighbor due to neglect.
In simpler terms, they found him with severe injuries caused by being bound with duct tape, and his body was covered in a mixture of honey and cayenne pepper. Additionally, he showed clear signs of prolonged hunger. Later on, authorities uncovered Franke’s nine-year-old daughter in a similar state of distress.
Back in late 2023, I found myself standing before the court on six serious charges of aggravated child abuse. However, in a turn of events, come December, a plea bargain was struck, and I pleaded guilty to four counts instead. Fast forward to February 2024, the day of sentencing arrived.
Based on court records reviewed by ABC4, their initial parole review is scheduled for December 2026. Usually, this process entails a single board member conducting an interview with the convict, but lawyers and parole officers may also be present during the proceedings.
At parole hearings, victims too have the right to present their statements. Based on these testimonies, the board will make a decision as to whether the prisoner should be freed, if another hearing is necessary, or if the inmate must serve out their entire sentence.
Shari Franke says mother is struggling behind bars
In her 2025 memoir titled “The House of My Mother,” Shari Franke wrote that Ruby was quoted as spending her days weeping in her cell.
In the letters she penned for Kevin, letters destined to remain undelivered, she detailed her time spent in her cell, weeping the days away, as she put it.
I don’t want her to endure hardship; instead, I fervently pray that she might discover a way towards atonement, should it be feasible. I’ve learned she’s aiming for an education within the prison system, which is a promising indication of progress.
Shari added, “When she gets out, be it in 10 years or later in life, she’ll have to manage on her own as she’ll need to take care of herself financially.
I’m not eager for her to struggle financially. Instead, I wish for her to utilize this period to learn and better herself. My aspiration is that when she is free again, she will be able to sustain herself with a modest home and peaceful existence, distanced from my presence.
