In the initial season of Severance, it was during their visit to the Mammalians Nurturable section within the Lumon building that Mark and Helly first encountered the symbol of the show – goats. This occurred when a man was feeding infants. He cryptically mentioned, “They’re not quite prepared yet.
In the second season, I came across these intriguing creatures once more, and it seemed they had grown even more significant. My partners, Mark and Helly, found themselves in a sprawling field filled with a few team members. The goats were there too, sparking endless discussions about their role among us. Some speculated they were involved in cloning or enhancing fertility.

In a Reddit post, it was pointed out that Devon and Ricken’s home contains a miniature goat figure similar to the one seen in Ms. Cobel’s Kier shrine.
One user exclaimed, “Fantastic discovery!” They mused, “Perhaps it’s a hidden reference to the goats… or could Cobel’s espionage have extended beyond what we initially assumed?

It seems clear to me that the ornament’s presence wasn’t merely an accidental part of their home decor, but rather a deliberate inclusion, possibly as part of a Kier shrine. This might suggest that its appearance at Devon and Ricken’s place was not by chance but intentionally planned.
Since then, this incident has ignited fresh speculations about the potential meaning behind the goats. One theory that gained traction is that it might suggest a hidden bond between Devon and Ricken and Lumon. Yet, some were less inclined to accept them as possible spies.
In essence, it appears that most interpretations suggest that the goats might serve as a means for Lumon to regulate the Outie populace near their offices. This could also hint at the extent of Lumon’s influence within the community. In other words, they seem to be indicating that everyone is under their control.

In their world, the goat could possibly symbolize Kier, leading many people to keep small goat figurines or decorations in their homes, as this is seen as common and traditional ornamentation.
A third person commented, “They all seem to possess these items since they reside in a corporate town.” This suggests the possibility that their environment, controlled by Lumon, is bugged. It only adds weight to my belief that these characters are under Lumon’s surveillance.
