Valve explicitly bans games that force players to watch ads

Valve Corporation has recently modified the guidelines for distributing games on their Steam platform, introducing changes that are expected to be quite popular among gamers.

Moving forward, game titles requiring viewers to watch ads or engage with them will no longer be approved for distribution on Steam.
