As you progress in Civilization VII, you’ll amass an increasing number of settlements. You can obtain additional settlements through employing your own units, engaging in diplomatic talks with other leaders, or seizing settlements militarily. Yet, the more settlements you claim, the higher the risk you’ll exceed the maximum limit for settlements.

At the upper part of your screen, you will notice an icon representing a building, positioned beside the happiness symbol. This building icon displays a fraction, which indicates your current settlement capacity (the numerator) and the number of settlements you currently possess (the denominator). Although it’s feasible to surpass this limit, doing so results in significant drawbacks. To prevent such occurrences, you can easily expand your total settlement capacity within Civilization 7.

How to increase settlement limit in Civilization 7

At the outset of a game in Civilization VII, you’ll initially possess four settlements to manage. This should be sufficient for navigating the initial one-third of the Antiquity Era. With your capital and a few additional towns established via Settlers, Suzerainty, or conflict with other rulers, you’ll have a solid foundation to build upon.

Eventually, you may wish to explore strategies for boosting the boundary in order to keep growing your domain and extend your influence over the map. However, finding ways to raise this limit manually can be limited. In fact, there are just two primary methods of expanding the settlement limit, which we will outline below:

1. Upgrading Buildings: One way to increase the settlement limit is by upgrading certain buildings in your empire, such as the City Hall or the Marketplace. These structures can be improved through the use of resources and time, eventually unlocking new settlement slots for you to utilize.

2. Researching Technologies: The other method for increasing the settlement limit involves researching specific technologies within your game’s tech tree. Some of these advancements focus on expanding your empire’s reach and capacity, providing additional settlement locations as a reward upon completion.

Unlock new Technology or Civics

As a gamer, I’m all about maximizing my settlement count, and that’s why I love delving into specific technologies or civics. These often grant a bonus that pushes my settlement limit higher, which is always a good thing! Sometimes it’s just a +1, but every little bit helps, especially when you’re already managing more than a few settlements. The dream, though, is to find ways to significantly increase the maximum number of settlements I can have under my control.

To determine if a Technology or Civic increases your settlement limit, be sure to check the details for each one. The “Plus” symbol, which has a black and golden color scheme, is always shown when a Technology or Civic provides an increase in the settlement limit.

In Civilization VII, you have the opportunity to delve into technologies and civics concurrently across eras. Employing the Espionage Action to covertly acquire another leader’s technological advancements offers a speedy method for enhancing your own tech collection.

You have the option to perform the Espionage Action against any leader you’ve encountered. To do so, simply click on their portrait located at the top-right corner, navigate through the list of available actions, and choose the one that allows for the stealing of a Technology. Be aware that this action requires a substantial amount of Influence and carries the risk of being discovered, but it’s generally worth the potential consequences.

Get to the next Age

One way to expand your settlement capacity in Civilization VII is by advancing to the next era. With each new era, your settlement limit grows by four units. For instance, transitioning from the Antiquity Era to the Exploration Era would raise your limit from 4 to 8 (assuming you haven’t adjusted it yourself).

Although it might not be ideal for players who prefer extended game speeds or higher difficulties, it’s an excellent method to significantly expand your settlement limit.

What happens if you exceed the Settlement Limit?

Of course, it’s possible that your ambitions for growth outpace your current cap on settlements. Luckily, you have the technical ability to control multiple settlements without the game coming to a halt. However, there’s a notable disadvantage to having more settlements than allowed: resource management becomes challenging and less efficient.

For each of your settlements exceeding the established limit, there will be a decrease of -5 Happiness points in every settlement under your control. This means that if you have three settlements above the limit, it translates into a total loss of -15 Happiness across all your settlements. Such a decrease could significantly impact gameplay, as reduced happiness may lead to civil unrest among your citizens, causing them to riot and disrupt production for more than 10 turns in the affected settlement. In such cases, you’ll need to address the issue before normal operations can resume.

In Civilization 7, it’s generally best not to hold numerous settlements for extended periods, even if temporarily moving a few towns over is not a significant issue.
